ABOUT AUTHOR 

Tsymbal Vladymir was born in Kiev (Ukraine). Was working in USSR military complex, in State Planning Committee, as professor in Kiev State University cybernetics cathedra. He is author more than 100 scientific works among which 15 books. He is Academician of International Computer Science and Systems Academiy, and also Kharkow Technological Cybernetics Academy.
